The Downstream Users of Chemicals Co-ordination Group (DUCC) is a platform of European associations which represent “downstream” industries ranging from cosmetics and detergents to aerosols, paints, inks, adhesives, imaging and printing chemicals, construction chemicals, fragrances and chemical distribution.
The group’s main objective is to contribute, with a common voice, to the successful implementation of the requirements of the REACH and CLP Regulations.
Since its creation, in 2001, DUCC has been recognised by the EU authorities and other stakeholders as the common voice for many users of chemicals. DUCC has been and will continue to be actively involved in the legislative process, contributing constructively to the implementation of both the REACH Regulation, (EC) No 1907/2006, and the CLP Regulation, (EC) No 1272/2008, and ensuring that downstream users’ needs, rights, duties and specificities are taken into account.
DUCC and its member associations are involved in the development of industry practical guidance, in all REACH and CLP topics that are considered relevant for the smooth implementaton of these Regulations. In many cases such documents are the outcome of projects (industry projects or projects in the context of CSR/ES Roadmap) or internal discussions (sometimes involving other industry partners).
This explanatory document was developed by bDUCC member associations
representing companies that use chemicals to formulate mixtures as finished products for end users, including professional and industrial users.
This explanatory document is issued by the DUCC Mixtures Task Force (participant DUCC members: A.I.S.E., CEPE, EFCC, FEA, Fecc and FEICA),which developed a communication format in the context of the following two actions of the CSR/ES Roadmap.
With this, DUCC is providing its members and formulators in general an important tool (a concept and a template) for compliance with the REACH obligations in communicating safe use conditions of mixtures, as per article 31 (7) of REACH. »
